Weekly Property Brief: Ankara Housing Prices, TOKİ Campaign and Zoning Notices
September housing prices in Ankara, TOKİ’s debt settlement campaign, a public planning notice in Çankaya and the upcoming property auction in Kızılcahamam: a weekly brief based on official sources.
Ankara’s property market should be assessed through both price indicators and developments affecting individual properties. This week’s selection covers the Central Bank’s newly released housing price figures, TOKİ’s approaching campaign deadline and two local notices in Ankara. Some announcements were published in previous weeks, but their schedules remain ongoing.
Ankara’s housing price picture in September
According to the September figures published by the Central Bank of the Republic of Türkiye (CBRT) on 16 October 2026, Ankara’s Residential Property Price Index increased by 0.1% month on month and 22.0% year on year. Across Türkiye, the monthly rise was 1.2% and the annual nominal increase was 22.3%. The nationwide annual change in real terms was a decline of 5.7%. September is the reference period; October is the publication month.
The figures show that Ankara’s monthly price movement was more limited than the national average. However, the Ankara index does not mean that every home in Çankaya or Gölbaşı changed in value at the same rate. Building age, location, usable floor area and the property’s physical condition should be assessed separately.
For buyers, the index helps explain the market’s broad direction. For sellers, adjusting an asking price solely by the annual index increase is insufficient. Comparing the characteristics of similar nearby homes and establishing a clear basis for the asking price provides a sounder approach.
TOKİ campaign deadline: 19 October
According to TOKİ’s announcement dated 7 October 2026, applications for the 25% discount campaign covering certain homes and commercial units with outstanding repayments can be made until 19 October 2026. Applications are submitted to the bank through which the original sale was arranged.
The campaign concerns repayment of existing debt balances. Buyers unable to settle their entire balance may also benefit from the discount on the amount paid, provided they make a lump-sum payment equal to at least 25% of their outstanding balance.
The stated conditions include repayments having begun by the end of June 2025, payment of the instalment due in the application month, and no overdue instalments or property tax debt. Buyers with 12 or fewer instalments remaining are excluded.
Başkent Zirve Emlak recommends obtaining a current settlement calculation and written confirmation of eligibility from the bank before deciding to pay. If borrowing is involved, total repayments and expenses should also be considered.
Public display schedule in Mustafa Kemal, Çankaya
Çankaya Municipality’s notice concerns block 13800, plots 35 and 36, in Mustafa Kemal neighbourhood. It states that the 1:1,000 implementation zoning plan amendment approved by Presidential Decision No. 11806 dated 17 September 2026 is being announced between 29 September and 28 October 2026.
The notice does not set out previous and revised floor area ratios or land-use decisions. It therefore does not, by itself, establish an increase in development rights. Affected owners and buyers should review the plan file, drawings and plan notes held by the municipality together. The end of the public display period should not be treated as a date explaining all legal application deadlines.
Residential and commercial property auction in Kızılcahamam
Kızılcahamam Municipality’s notice dated 6 October 2026 announces sales auctions on 21 October 2026 for homes in Karşıyaka neighbourhood and shops in Yenice neighbourhood. The residential auction times are listed between 14:00 and 16:00, while the shops are scheduled for 16:30.
Prospective participants should match their chosen unit to the block and unit number in the announcement and review the specifications, deposit requirements and payment schedule in advance. The amounts listed in the auction table should not be interpreted as completed sale prices. Occupancy status and total acquisition costs should also form part of the decision.
